The paths we need to follow for Space Flight:

Radio -> Adv. Flight -> Rocketry
Automobile -> Mass Production -> Computers
Computers + Rocketry -> Space Flight

if we're going to have to escort our transports now, might as well have battleships available. Also, we would then also be able to build superhighways for key cities. as all of our diplomats have now been upgraded to spies, and it appears the enemy is using the more advanced units as well now, Leo's will have run its course.

I'd think it looks fairly clear, at least initally - atm over 80% think the first step is to convert Kazam, then evaluate after that. And i'd venture the closeness of the 2 variations of that can be attributed to lack of initial explicit differences.
