	Proposal: UN Artificial Intelligence Act Suffering from ads?

The following message (I might make some small changes) will be posted on the Nation States forum shortly, followed by the submitting of the discussed proposal. A thread on the response force of Apolyton will be posted later today.

I greet my fellow delegates. I am saddened of the fact that now that I've decided to put forward a proposal, it is due to some very disturbing news.

A few days ago, the former delegate of our region and a shining example to all other free countries, the nation of Akiria, lost it's rightfully and democratically chosen leader, venerable Mr. Drogue. He was replaced by a sentient artificial intelligence that had been under development in an Akirian university.

As a result of this so-called "bloodless" revolution, the intelligence agencies of other nations of Apolyton report that Drogue is being held captive by the rogue AI, and that a systematic brainwashing and manipulation of the hapless Akirians is taking place.

Additionally, another country of our region, the Sovietskii Soyuz, has been, under the discretion of their leader it seems, extensively implanting cybernetic parts to it's citizens. They even have adopted 13375p34|< ('leetspeak') as their official language; all official communications are transcribed in both leetspeak and English. We are unsure of what to do with the Sovietskii Soyuz, but we Apolytonians plan to reinstate the rightful government of Akiria with all the resources we can afford.

The United Nations must act to prevent this from happening in the future. I have taken it as my duty to prepare a proposal, the United Nations Artificial Intelligence Act. It's possible enactment won't help Akiria or the SS which have or are planning to separate themselves from the UN, but us Apolytonians ourselves are preparing for a special task force that could, possibly, be the foundations of the future UNAITR (read below for more), should the proposal be voted upon and accepted before the General Assembly.

THE UNITED NATIONS ARTIFICIAL INTELLIGENCE ACT

1. This Act is meant to prevent a possibly sentient artificial form of intelligence from getting out of control, and to make sure the human species won't be replaced forcefully by thinking machines.

2. If this Act is set into force by the UN, all member countries that are developing artificial intelligences, in scientific, commercial, military or any other purposes, must implement a 'backdoor', a viable piece of code or some other way of programming or construction, that will allow the destruction or shutting down and reprogramming of an Artificial Intelligence Entity.

3. This Act will also form the United Nations Artificial Intelligence Threat Response Force, UNAITR, which will be a team created by hiring the most esteemed and renowned AI specialists from the member countries. The UNAITR's operation will be funded and supported by the member nations.

4. The aforementioned upkeep of UNAITR, and any other obligation brought by this Act, will only be enforced upon countries that either have or are developing an Artificial Intelligence Entity. UN members that do not research AI will not have to support this effort.

5. For clarification, and "Artificial Intelligence Entity" is a machine, a synthetic artificial being not born in purely biological or genetical means., that has passed the Turing test under carefully supervised circumstances, or a synthetic being which simply recognises itself as an artificial intelligence. Cloned, cybernetically enhanced people who were born in organic means or genetically engineered humans or animals are not defined as Artificial Intelligence Entities under this Act.
However, since this is a very grey area of ethics and philosophy, it is also suggested that the UN and the UNAITR together have the power to determine in an unsure case whether or not an entity is Artificially Intelligence and/or sentient.

Akiria objects to this allegation. It is simply untrue. Drogue is alive and well. The revolution was bloodless.

Moreover, in Akiria, the whole government is elected. Drogue was only leader as head of the majority party. He was not elected seperately. Akizeta was also elected. Therefore Akizeta holds as much right to be here as Drogue. Both were elected. Neither to a particular position.

We agree to this, and would like to request UNAITR to keep a careful watch over Redfern -

a couple of sentient AIs have been gaining control of life support systems in some of the higher towers and causing general havoc in an attempt to gain control of the incredibly densly populated islands, which they feel are being mismanaged.

So far any major crisis has been averted, but the situation most certainly is not stable...

My apologies, but Eternal Cold must reiterate its utter disgust at how freely some of its neighbors intend to interfere with others. We must ask how you and your supporters would feel if other nations began attempts to supplant your existing governments with what they thought best? How do you know that Akiria and Sovietskii Soyuz aren't better off? What gives anyone the right to decide which is better?

The sudden change and the fact that the similar revolution that can take place in other countries researching the same technology is the cause of our fears and the reason we are engaging in this 'disgusting' action. We are, to be frank, afraid of AkiZeta and what it might do to other nations.

What comes to the right to decide which government is good, which is bad - well, that's an endless swamp if we go deep into it. We have general moral and ethical values everyone is expected to follow. If a person goes and shoots someone, saying "I think it was ok, you can't do anything about it" won't apply. When joining the UN and behaving like any other Scandinavian Liberal Paradise, Akiria fit in. It was normal. Now it is abnormal. It is being devoured by something which might be a form of cancer; a tumour that must be removed for the whole region to manage. Naturally, we will first determine whether or not this tumour is 'good' or 'bad'; after all, mutation is not always a bad thing.

So now that Akiria doesn't "fit in" and is "abnormal" it must be then "fixed"? Is this merely an attempt making everything conform to your visions of "normalcy"?

So a Scandanavian Liberal Paradise, that is against the general right-wing-ness of the UN, can fit in, but an Innofensive Centrist Democracy can't? If by your definition above, about the gunman, is ture, why have you not attacked Lemmy's 'joycamps', right on your border? That is far worse, he has far more of an army, and he has had far more human rights violations. You have no business in the internal affairs of another country. If you wish to discuss, debate, and argue with them then that is acceptable, you are not intervening. However, if you take direct action, that is not acceptable. You are violating that countries right to be a self-governing body. Your morals have no place in Akiria. We are not forcing happiness upon you. We do not wish to have hnumanism forced upon us.

To be blunt, yes. In my opinion, there has to be a certain level of common normalcy for nations to coexist peacefully.

We accept your respect and recognise it, however I must reiterate that we are preliminarily planning to investigate whether there is a threat or not. We shall continue onwards from there; independent nations will do their best to defend from any threat, and should Akizeta be considered one. The cold emotionless happiness-logic of Akiria might be deemed to be a threat, if it is to spread. And us Greater Finlandians would feel compelled to liberate the poor Akirian souls from the possible mass illusion they would be living in. Because we feel empathy. Love. Pity.
