	Official: Foreign Affairs: Policy toward the University Support Apolyton

Provost Zakharov of the University declared Vendetta on us several years ago. After his northern border was overrun by the Hive, he consented to a Truce. We have the option of either letting this Truce lapse at its natural expiration date, allowing us to then declare Vendetta, keeping the Truce and status quo, or pursuing a Treaty of Friendship -- and possibly a PAct of Brotherhood in the future.

What policy should the Directorate pursue? You have three days.

Treaty and Pact if possible. Considering his military position and our compatible SE choices, he's likely to be very receptive.

It looks to me that Yang's going to overrun the remainder of University territory shortly, so I think the purpose of buddying up to Zak is to trade for/diplomatically extract as much tech from him as possible... *checks the save file datalinks* err, well, that amounts to just AAA, unless I missed something. Still worth it, unless he asks something unreasonable for the pact or tech.

Btw, is anyone considering military intervention to save the University from Hive takeover? It doesn't seem likely, but it did occur to me.

For the moment we're too weak military. In some future we could of course liberate the previous University bases and gift them back to Zak, if he still survives by eg gifting him a base. This would be fulfilling our real function as UN peacekeepers.

btw, as we found in the latest chat, we can secure a PAct if we're willing to give him Advanced Subatomic Theory. Maniac and Hercules were against doing this becaus ehtye expect Yang to steal it (and they do have a point). Discuss.

How about securing a pact and sending our probe teams to protect Zak's border bases? Or is this just too friendly?

We don't have enough teams to put them right in the firing line like that. I tmight make sense if we could actually hold Yang off, but we can't.

AST isn't exactly a crucial tech. so yang gets it. big deal. remember, we're playing with spoils of war off.

Maniac said eh didn't want our rovers facing Hive comm jammers (btw, Yang can steal it - he has a number of probe teams waiting to do so. I'd guess that's how he's been advancing so fast tech-wise)

Though I'm normally in favor of freedom of information, I'd recommend we hold off on the trade for now. Anything that denies our enemies a useful tool for a time will further our chances, and thereby Zakharov's chances, in the long run. The University does not have the industrial resources to take advantage of the Comm Jammer. The Hive does, and from its underground bunkers this technology would likely be dangerously effective. As long as we hope to wage offensive war as well as one of defense and covert action, every year the Hive is not able to build a Comm Jammer boosts our probability of eventual victory.

That's SAM. AAA is from Advanced Military Algorithms, which isn't necessary for D:AP.

According to current intelligence he currently has no units with either SAM or AAA. He is building a fairly large land force of missile units though...

No, we acquired it from the University through diplomacy (for Nonlinear Mathematics).
