IF we are playing on a standard size map, then our BASE OCN is 16. That is modified by 5 things:
1) Difficulty Level - Regent - 0.9
2) Commercial Civ - Yes - Add 1 to number of Improvements
3) Government - Despotism - 0.0 (Republic & Democracy get 0.1)
4) number of Corruption combating Improvements (Courthouse & Police Station) that is on a city by city basis
5) WLKD - For Production WASTE ONLY - add 1 to number of Improvements.

MOCN = Rounddown( Diff*16*(1 + Gov + (0.25* NumImp)))
So our BASE MOCN, without any Improvememts is 18
With a courthouse, that is 21
With a courthouse & Rep/Dem, that is 23
With just Rep/Dem, that is 19
for Waste, with a court & WLKD, that is 25
for Waste, with a court & WLKD & Rep/Dem, that is 26
That should do for now (up to Industrial)
