Bascially, a Democracy Game is where you have one game of Civ (or SMAC, or whatever), and you have a bunch of people playing it together by electing a President (or whatever), who plays the game, and a group of ministers, who control various aspects of your civ (or faction, or whatever), such as the military, the economy, etc. Policies are usually voted on via polls, and the game provides a vehicle for enormous amounts of political roleplaying, which is usually very enjoyable.
It's also a very good way to boost your post count very fast without being accused of spamming.
