they are not citizens, so that means they can be persecuted, not that im going too, but there suggestions should be voided

Really, just let 'em join the Civgroup and make it retroactive. No reason to get all huffy about it.

I suggest, again, that we just make 'em up along the way though.

Maybe to honor upstanding citizens, politicians, etc. (how quite a few Civ3DG cities are named.)
