This isn't to be confused with the other terraforming poll 
This is about general policy, specifically whether I'll be allowed to order certain kinds of terraforming and whether I'll be able to order them without a poll (note: boreholes, if allowed at all, must be polled if I recall correctly):
1) Condensors: No poll necessary, although I'll give you a heads up in the preliminary orders about any I intend to build.

... btw, even if "allowed" to order certain enhancements, I won't necessary build any of them. In particular I don't intend to build any boreholes, since this is Akiria.
