I agree with the opinions expressed here that a purely democratic system would be bad for the team. I also agree with the reasons given for it to be bad. You know, plans need time to be done. If the current president/ minister/ wathever knows that he will be replaced in a month he will not take too much care about long term planning. Or maybe he does, but then the new president heads the team in a completely different direction. These would hurt the team, and consequently all of us.
But also consider something that still hasn't been said here. How much can you trust in deals with a government that you know will be replaced in several turns? Maybe they want to declare peace know, but the next president preferes to fo to wat, or to change the terms of the deal. Our inter-team relations would benefit if we didn't have regular elections. Just give the posibility for the no-Con vote.
Also, the president should be the one who elected all the other officials of the government, because he need to be surrounded byt people he feels comfortable with, not by a random collection of apolytans. Just my opinion.

Well, perhaps we shouldn't screw with a system that works until we have reason to change it. How about what we have in the SP civ3/civ2 games? - elections every month/month and a half or whatever for people who are in charge of ensuring their respective sectors (Domestic, Foreign etc) are taken care of, but aren't necessarily the ones doing all the work themselves (once there is work to DO that is ).
But we need far more flexibility dealing with humans than responding to the largely predictable AI, so I propose we say a resounding NO to any overcomplex Constitution. Just a few ground rules, eg polls must be put up on certain major issues, no cheating with or on other teams etc. Anything beyond that, say a conflict of interest, let's sort out as it happens. We have enough experience from these Democracy games to know what works and what doesn't. Let's wait until we need to take some action, and then use our noggins, good common sense and knowledge from what we did before to sort out any problems.
