	Elite diplomats - just for stealing techs? Support Apolyton or Terrorists Win

Does the experience level of Diplomats only affect the chance to steal techs (or whatever spy missions you allow the diplomats to do), or does it give other advantages?

I think that it will affect the chances of succes of the diplomatic missions (probably all but haven't confirmed every single one) and the chances of being caught.

Yes, but not the rest of the missions
