Better to waste the worker's turn than the settler's though. The exception is if the starting tile is a bonus tile that certainly will be used right away. In that case, the Settler moves to the most likely 'bad' tile adjacent to build the city on and the worker starts improving the tile immediately.
As far as wasting turns (as an industrious civ), taking 2 turns to road a tile that won't be used right off (first pop point or two) is 2 turns that whatever tile is being used will have to wait to be improved. For instance, a shielded grassland would then take 5 turns to build the first Warrior instead of 4 (mining it first), and be 1 turn behind on the build sequence for the rest of the game, or at least until the starting tile is used (if it hasn't already been improved by then). An industrious civ should be able to keep ahead on the terrain improvements though.
The first warrior won't have the benefit of the road, but will be out 1 turn sooner and will be just as quick (or if the road crosses a river, a turn quicker) in exploration. Later on, a worker does lose one turn moving back onto that tile, but depending on the tile it could be much later in the game when individual unit's turn advantage is much less important than at the start.
