Proposal: The Intelligence Office Avatar Enlargement: We've got the solution

I have a proposal I would like to present to all the other Apolytans for discussion.

Proposal for the Intelligence Office

Mission:
To give a picture of the current state of the world as closer to the real one as posible.


The IO is not supposed to have any decision power but to help our leader and his elected officials to take their own decisions offering them reliable information that cannot be easily found in the game screens or simply not be found at all.

The IO Head Officer:
Is the person in charge of running the IO. He has to make sure than to IO is working well and produces valueable reports. Probably he prepares most of the reports, but he can delegate some reports in other team members who can work for the office part or full time, in which case he should coordinate the different reports. He should not state his charge in public, so he will probably get some fake charge, like historian or something like this.

The IO is secret:
We'd better keep the IO existance as a secret to the other civs. It's better for them not to be aware that we are gathering all that information from them, because otherwise they would be even more carefull. We can tell them about the IO at the end of the game and how it helped us to win

Information sources:
In the first case, this information can be calculated somehow. Sometimes it will be an easy calculation and sometimes a complicated one, but since it is suposed to be done by Excel that doesn't really matters. The matter is that while in theory this information can be achieved anytime we want, in theory it won't be available when we need it to take a quick decission or simply to debate about it.

In the second case, the information comes from a well reasoned argument by a team member, but it is soon forgotten and thus lost forever.

In the third case, this information can be figured by what we can get from what other civs citizens tell to us.

So as you see one important information source would be a thread were the team members posted important informations so the IO Head Officer doesn't have to scan all the threads.

The reports:
The reports are the product of the IO. We should have a thread in which the reports are written and keep up to date. As it will be imposible to keep all the reports up to date always, we should also decide the update interval (either in game turns or real time) and/or which reports are more important to be up to date.
In case of doubt about any data, the author can either put an estimation or a range and then write that it is an estimation.
In a separate thread the author of every report should also write the method used to prepare it, so in case he is not able to do the report anymore some other can do.

Information it should give:
There are a lot of things the IO could do, but at the beginning I wouldn't be too ambitious. Just start with the more obvious ones and as the game goes on and ideas for some other reports who could be useful come, add them to the report inventory.

Then as/if the number of report grows, it would be given some structure, but not before.

Here are a few ideas. In no particular order.

- Map of the world.

- Inventory of all the strategic resources/luxuries.
Their position in map, how much of each kind they/we have. Useful for planning war/defense.

- Value for every tech.
This value changes depending on how many civs have the tech. An up to date value of this value.

- Current affairs. (wars, treaties, moods...)
Information mostly provided by ambassadors.

- Techs list.
Which techs the civ has and which one is reasearching. i.e: In the diplo screen a fake negotiation can be opened and see which techs can we offer to them.

- Total culture.
From the F8 screen, as Donegal said.

- Relative power for each other civ.

- Allowed units for each civ(resources)
Units we know they can produce. Not necesarily the same than their techs allow because of resources

- Cities
-> Size of the city.
-> Improvements built on the city (that we know).
-> culture/influence of the city.
-> connections to other cities. (roads)
-> connections to strategic resources/luxuries. (also roads)
-> production capacity.

This is a first draft. I would like to know what other apolytans think about this.

We must set clear red lines for the agency's operations, e.g. no committing illegal activities (such as breaking into servers and players' computers), no impersonating other players etc'.

Btw, I suggest that agency members and other citizens engage in PBEM games with the leaders and other key figures of the other teams in order to learn more about their game style.
Btw 2, I suggest that the agency also be put in charge of our own security. It will be the job of the agency to expose spies, set up secure means of posting or sending game screenshots and sensitive data and so on.

I completely agree with that. No dirty play. Nothing of what you've said above, and not editing the save with an hex editor. Anyway, the fun is about getting as much information as you can by legal ways. Otherwise would not be funny!

I disagree with that part. As I see it, the IO is just an analysis office. Analysing data and trying to uncover spies are two very different things. The IO must not have any real power, or its reputation will be spoiled. It can say the truth about our state and the state of the other teams just because it doesn't have any political interest inside the Team. Its only interest should be to provide unbiassed and useful information to the team to help making choices.

Sounds good to me. Ferreting spies should probably be the job of the team leader/whoever has a lot of contact with MarkG, etc. (people who can actually investigate suspicious users).

Good, this is a thing we need.

IO should regularly provide threads with the actual facts they gather, and then a fruitful discussion can develop there.

Yes, an office solely devoted to providing unbiased factual information would be a great boon to our team. And, as his been pointed out, exposing spies should definately be the job of some other... agency...
