	City Destruction Question Put an end to popups!

What is the criteria for destroying a city instead of taking it over? Sometimes I keep a 1 city and convert it, sometimes it gets razed automatically. Sometimes when I'm a Despot, sometimes when I'm a Monarch. What's the key What am I missing?

If a size 1 city has no culture, it's razed. If it's producing any culture at all, it's captured.
