Curiosity--
On huge maps I like as little contact w/ other civs as possible (beyond immediate neighbors)early on, as they bug me over and over for territory maps (which I don't give). I ignore their attempts to contact me. I explore a lot (best part of huge map games), so I know I'll meet them later.
Are the techs you get really worth that initial contact? Curious about that.

Not a bug, definitely. It means civ you contacted sold access to you to those other civs.
