Mobilization bug?! Support Apolyton, buy Call to Power 2

After choosing mobilization: war-time, it is now impossible for me to change the setting back to normalcy. This means the game I have been playing for like a week is now worthless, since I cannot build anything but military units! Is there anything I can do about this? Is this a known bug??

Not a bug. To get out of war mobilisation you need to get peace with another civ.

Funny thing from the early days of Civ3ing, I was in a war with the Indians and at a war-time mobilization. This doesn't sound odd on the surface, but every other turn I went out of mobilization without a peace treaty! Soon came the first patch and my troubles disappered.

I went in war time mob without being in war with anyone... should I declare war to someone and then go to peace to return to normalcy?
