The NYTimes today had a good piece about the bribes..ahem, no, the offsets, that US military contractors give states buying US equipment. Some of the states that require such offsets? Britian, Switzerland, Israel (interestingly enough, Israel demands the US give them extra goddies to buy US equipment (with US money at that) while Jordan and Egypt don ask for Offsets. Dumb Egyptians and jordanians! Milk the US for all its got). So, if someone wants to buy 20 F-15's for how many billions, the US contractor then has to porvide services such as helping that state develop the ability for itself to build fighter crafts. Contracotrs say that if they didn;t provide such incentements, many states might decide to fogo buying weapons in the first lace, and spend their money on toehr things,and then, who wins?
