This isn’t an amendment because I want to put the idea up for discussion first to see if people think it is a good idea.
I just noticed that Consuls can only be replaced by recall elections. Silly me, I should have noticed this before and spoken up. I guess I didn’t realize we were electing Consuls-For-Life Even the EU executive can be replaced as a whole 
I am wondering whether it would be a good idea to have infinitely repeatable, and fixed, though very very long, terms for a consulate, say, every 50 or 75 or 100 turns, or two calendar months? Even if the combination of consuls is doing a good job, I would appreciate the opportunity to be able to vote them in again.
Yes, a consul can be challenged with a CoC, but after a long term in office or after winning many CoC votes, a consul may become so untouchable that no one will dare to challenge him. I don’t think that is quite a happy situation.
