We can just use the Luxury slider instead of a garrison to keep our initial cities happy. It's unfortunate that our science will be low, but the Civ gods decided not to start us next to a River. Not much that can be done about that.

Isn't this game on Regent?

If so, there's no need for the luxary slider, they should be able to grow to 3 without needing any police.

Monarch. If we go for the Granary we will definitely need the Lux. slider unless we want to keep all our Warriors at home (not recommended).

Keep in mind we have that incense.

Keep 1 unit in or near home, the rest scout around until we have a couple cities. Building a granary is ideal, but we'll see how things go.

Granary: yes, if there is water nearby that's kind of classic by now. But is there water? Without it, the rush for a granary is less good for us, we would only make 3 extra food per turn.
