Iraqi Major Victory!!
A negotiated settlement has been reached. In exchange for an Iraqi withdrawal from Bahrain and their positions in Saudi Arabia, Saddam receives Kuwait and minor territorial accessions from Saudi Arabia. Though further fighting has been averted, the West has suffered a terrible political defeat.

Of course, in this game, the coalition forces aren't allowed to bring ammo.

The Iraqis on the offensive in the open against US forces wouldn't be funny, it would be nothing short of a slaughter they brought on themselves.

Unit for unit, the US has 5-10 times the effective firepower of the Iraqis, and there's no way they could concentrate for an effective force-space ratio without getting massacred from the air before they ever got in place.
