Resolved: The Foreign Minister is authorized and encouraged, but not required, to initiate Right of Passage agreements and gifts of 100 gold or things that our worth 100 gold, with Alliance partners against Japan developed under the Diplomatic Enabeling Act of 1395 that are either located beyond our current Cavalry wall to the south, or have no cities on the continent. The turn before the UN vote.

Excuse me, why exactly do we need another powerless bill that would encourage me to do something that I have been speaking of intending to do for the last two and a half months?
Furthermore, what happens if this bill fails? Does this mean I'm encouraged not to do this?
Besides, to the best of my understanding, I'll need to post an official poll of some sort before we hand out gifts and sign those RoPs and MPPs to assure that we win the UN vote anyway. Why over-clutter the system?

Spam???? This bill is directly related to the Victory Condition, unlike the War on Japan ROP bill. If we're going for Diplomatic Victory we have to be nice.
