Confused: Red shields Support Apolyton, buy Galactic Civilizations: Deluxe Edition

Playing a little bit with the city screen I got a red shield putting a worker on a glacier. What does this mean?

Increase Your PM Length

It's an automatic red face in your city - similar to a unit being out of the city in Demo - since glacier has no production of any sort a worker forced to sit on a glacier is unhappy

Yes, I never quite got the point of the red shields. I mean, is that just a subtle hint that instead of working the tile, we should move the worker somewhere else or create a specialist?

I can see not getting any production from a glacier - but punishing you for that seems kind of unnecessary. Plus, if I'm WLTPDing, I have to keep coming back to that city and removing the worker each turn
