Hey Gang,
Okay I get that only my Viceroy can Soil Enrich my Bioharvesting DEAs or apply the Deep Mining stuff to my mines BUT how do I get him to do this? Since I can't see any mention of costs for these bonuses I'm not clear if I need to allocate the Viceroy funds in DEA funding area OR will these things just happen automatically if given enough time?

You raise funds for Planetary Grants. Your viceroy eventually builds all of the DEA enhancements, including some I wasn't aware of (ie. Seats of Government, Space Station improvements, etc, etc.)
If a planet is starving, or desperately needs more mining, the Viceroy hastens the construction.
