Hey Gang,
I just developed the tech to make a spaceport, w00t! w00t!
But...how do I do this? I THOUGHT it was a DEA but it doesn't appear in the list as an option (even with a completely free region on my planet), nor does it appear as a military or planetary option. Is it simply automatically in effect on all of my worlds or what?

spaceports get built similar to regional improvements like hydroponic farms - in a region. You have no control over them and they will be dealt with by the viceroy.
A problem, but not a monumental one.

Do the viceroys need funding to do that or can they do that even if the normal economy slider is set to 0?
Is that considred part of Trade or what if I want to prioritize such builds?

I ask about the funding since I often come across weired situations where there is either a big red circle with a cross through it or a big red "!" next to the funding not allowing me to invest further (or I can but it has no effect on the budget).
I assume this is when my population is already employed to its max at the moment?

If there's the 'not' function, it means that you've built all the economic development you can on this planet.
If there's the exclamation mark...I don't know, honestly. I think it has to do with the amount you're spending - like you're spending too much for the one thing you're building, and it'll spill over. Not sure.
As to your pop employed to the max, definitely know that's not it - you can build and build as much as you like without problem.

The exclamation point, I believe, means that the planet is forced to dip into the empire's monies (non-allocated money). I might be wrong - I'll have to check.
The "No" (circle/slash through it) means it's impossible to fund. Either it's maxxed out, or you're unable (ie. terraforming tech isn't available yet.)

TrainWreck20 is exactly right - you're scheduled to spend more than you actually need, and the overflow will be wasted. Or put into your coffers, actually, but that's not such a bad thing.
You can prove this to yourself by building a couple small ships on your major production world, and have only one thing in the queue. It'll likely take less than 1 turn to build a scout, and you'll see the exclamation mark.
It does not mean you dip into the empire's moneys, that I can tell.

This is one of the items I found annoying...there should be more 'hover' help. For specials, for icons, for stuff like unrest, even...well, I shouldn't say 'sholuld', but it seems like a good way to save on clicks. You could have a 'hover' breakdown on why there is unrest instead of a tab. Or about a million other minor help pop-ups...especially if they are not going to put them in the encyclopedia!
