I finally got my answer on the Moo3 forums since I never got one here. (maybe noone knew but it took me two days to get a correct answer from both forums.)
Just incase no one knows I was asking what the green symbol to the right of the planet ment. I got some different answers until I came to the relization it was a SPECIAL for the planet.
When I clicked on the planet I saw under special NOTHING.
After asking again I finally got the correct answer.
The green symbol is not Right of the Planet but to the LEFT of the planet.
Hope this will help other people who don't know, since it is not in the manual or readme file.

I agree than tutorial and some scenarios would be nice. Like
two or three long scenarios for each race would be nice.
The only major bug I have with this game is the DIRECT X
SURFACE UNAVAILABLE error message exspecial when saveing than game. THIS IS A MAJOR BUG.
