As for Webring not growing till this turn; well they simply may have had a difffering amount of food available to them during the previous turns. Not all Cities are going to grow at the same rate.
As for Firaxis score that could also be justified that they haven't grown yet either to size 2; they could be focusing labor on forrested tiles in order to increase production, at least for now.
Our score is 9(tiles)+1(citizen)x3(regent)=30
This for the first 10 turns (the score seems to stay the same when turn 11 comes around, but the score isn't calculated until all have had their turn during that year)
So the score you see at each turn is what our score 'was' at the end of our last turn.
So now we end our turn 12 (so we really check the score for the end of turn 11)
Thus we get 20(tiles)+2(citizens)x3(regent)=66
So if we had 10 turns at 30 that's 10x30=300
Then we add the 66 from the end of turn 11 to get 366.
You then divide that by the total number of turns so far, which is 11.
366/11=33.2727.....
Which I'd assume Firaxis is rounding down (by the looks of our score)
So that's how we have 33.
For Firaxis to still have 30, they couldn't of grown at the end of last turn.

It wouldn't be that strange for them to use a forrested tile for a turn or two to adjust shield production so that there were no wasted shields and they got the max food(adjusting back of the forrested tile) while still building (whatever).
As for the formula, I guess you don't count the city's own square in the formula. It's the only way that it would work out. I think that it is kind of weird that they don't count the city's own tile; but hey, it's Firaxis's game they can keep score any way they like. 
I've edited the equations to reflect this.
