Does anyone know where the game gets the pics that appear next to the "Bioscan" (when meeting with the leader to another faction) from? More to the point, does anyone know how to customize these?

You can't. Just like you can't change the unit graphics. Myself, i would like to change unit colors, but i see why they don't allow you to. They use lots of templates and if you mess one up, you mess up ALL the imgages.
