Full PM-box? Change here!

No can do. No upgrades for ships. TF you can disband and reconstitute (after the ships do their delay penalty).
It is usually a good idea to periodically redesign ships so you do not have a bunch of junkers. The junkers can be used to sit on planets to hold down pirates and act as MP's. You could also use them as fodder in battles or scrap them.

Sorry I do not know, my guess is that they were running out of time and money. It may have other reasons that are related such as the difficulty of making it balanced.

There is than limit on how much can be upgrade in realy life.
You donot see old ship of the line being upgrade with modern weapon do you, even the fireing of the 5 inches guns would stake these ship apart.

In Moo2 upgrading was essential because you kept your ships alive over a long time and because of the command points It was (at least in the beginning) quite expensive too build new ships while waiting that the older ones get destoyed in battle.
In Moo3 it is absolutely no problem to afford building new ships while waiting that the older vessels get destroyed.
What I would like to see is some kind of template system that does remove the need to permanently create new ship designs by yourself. The AI should automatically keep your designs up to date.

In MOO 2 there was no limit to your ability to upgrade your ships. I once live in a town that vote 10 million dollar to buy
than out of bussien department store for use as the new public library. To upgrade the old builting would have cost 3 or 4 times as much.
