And some Ministers, too. The President is duty-bound to carry out the recommendations of the Ministers where possible.

Effectively, a point game would prevent me from holding any office. I've never paid any attention to my final score, I'm not really interested in it, so I really don't know much about many of the things that add or detract from the score.

I may be detail-oriented in play, but I am no efficiency expert.
