I just decided to quit a game because the AI almost completely stopped "playing." Seven civs left, and for the last 20 turns no response to any diplomatic query has returned, although the AIs have continued to build ships and war with me where appropriate. Furthermore, they're not even researching new tech.
The lack of response is so bad that my war with the Ithkul automatically went to peace because of lack of activity, and they didn't even re-declare war after another 10 turns.
Does this happen frequently? Its like the AI just .. broke.

Are you a member of concil? Perhaps total war was declared to your empire? Perhaps they don't response because of this? But I'm really not sure.
