The plan was described in the following pm I received from Our Holy Emperor:

first of all, UNPD and ZG:
step 1: raise the tile the borehole is on. this raises all adjacent tiles, marked in green. those can be forested.
step 2: raise the tiles in yellow (now land). this makes all the tiles inside the blue area land. this allows me to put boreholes E of ZG and SE SE of UNPD, all the while increasing mineral output because of the forests i'd be creating.
then, down south in Xanadu.
same deal: raise the red tile. this makes the green tiles land
step 2: raise the yellow tile. you get it. more boreholes and forest
as you can see, this leaves all 3 bases still with water access should they need to build ships or whathaveyou. also note that no boreholes will be destroyed as a result of raising land.
all the plan needs is your approval, unless you think something this big needs more discussion or a poll

I normally prefer to give at least 3 days, but if we're going to be having a turnchat/turnthread on wednesday...
edit - I voted yes to represent TKG's vote... though I would have voted yes anyway.

Just so you all know where this is headed (since I was somewhat unclear on how the votes count), the current standing (7-0-2-5) means that:
The vote is split (7-7) on the FWS section of the plan, and
The vote is in favor (9-5) on the Xanadu section of the plan.

Yes, it would fall to me to break the tie if it persisted.
I would break it in favor, but I'd ask that he do the Xanadu section first and/or his little energy park north of DEM, since less terraforming is destroyed in doing those than in the FWS section.

Sorry, forgot to post the results:
It's not complicated, 9 out of 17 voters (more than 50%) voted full yes, so TKG gets to proceed with his plans without further delay.
