As someone who is more likely to be advisor to a dictator than a partisan, all I'll say is that when it comes to my own harsh tyranny, the concept of proportional response goes right out the window. Let the resistance conduct it's raids knowing that every death it causes will result in a prosperous and peaceful Mid-Western town being razed to the ground and all things that breathe slaughtered.

Known resistance strongholds will be nuked of course. As an insane, powermad dictator, I'm not big on the caring.

East Tennessee is full of red necks. They all have 4 wheel drives and rifles mounted on the back window. With the mountains right there and the rednecks hunting everyday in them, I don't think that any army would ever be able to quell them. Those rednecks tend to have unquestioned loyalty to the good ole USA as well.

I agree, but rallying people and resisting does not imply war. I would do everything I could to stage nonviolent protests until the soldiers' consciences would get the better of them and they'd stop murdering innocent protestors and overthrow the dictator.
