The Madrid Governor is missing. Ther servants have looked for him everywhere but he doesn't appear.
Meanwhile, we found the city is run by some low level bureaucrat and had to take control of it. The thing is that not only Diego Clemente is missing, but also all his carefully plans on how to administrate the city. Currently we are thinking about building horsemen or settlers there, but have a difficult time finding good reasons towards one or another option. Personally I find that sending settlers out of Madrid would help our empire grow, but some horsemen would be very usegul to improve our military strength, so I'm still trying to decide about that.

Beleave me, it's not easy for me to demand that Madrid does continue to build military units. But the Spain security is as important as the Spain development.
We know that ND has swordmen, they know that we don't have.
They know that we will have iron to sell to GoW soon, and they know that if this occurs, they will be consequently whiped out of the continent .
If I was the ND leader, I would plan an attack against spain, the main threat for they at the moment.
The military advisor is clear : despite the fact that we are continously building military units, we always are average with ND. If we stop doing that, it will give ND a clear sign that we are in REX again, and that we are weak again. Without some attack units, I don't want that.

We have to balance out our expansion with building up our military. Once the iron is connected and we upgrade to swords and have 4 horsemen, we will be able to almost any ND attack, remember we already have 4 spears in our cities closer to ND. We have to keep building new cities at a regular clip though, otherwise unit support costs will grind military production and our research to a halt. We can't think about and offensive buildup untill we have additional cities.

Our spies have brought us some infomation that could be relevant for this discussion.
It seems that the population of Neu Demogyptica and Glory of War has decreased in the last times (OOC: their score have an small fall. Probably due to the building of a new settler). This missing citizens could have been sent to found new cities somewhere.

This compromise is a good one and a very wise choice from our Great Despot. 
I also like the idea of using a spearman from Madrid to protect the new settler and replace it inmediately, instead of waiting for a new spearman to be build. This will speed the construction of the new city by a few (but crucial) galactic cicles (OOC: Turns).
