I would say yes lets get the stavka to agree on the Marshal and conditions of the position. Henrik feels we need to have a vote on the stavka idea with the marshal elected being able to have a command.
I think we should do a vote just to be official.
As no one has posted another idea that they would be willing to support over the last week on the forums re getting a Marshal I hope it will pass.
Title : Stavka nominee's to elect amungst themselves a Marshal and finalise the game rules.
1. Yes I agree and have nominated to be on the Stavka.
2. Yes I agree but don't want to be on the Stavka
3. No I want something else (post you idea and what you would agree/support other to do as well)
Deadline Friday the 28th (2 days)

How would membership in STAVKA be rotated? Regular elections?

hmm, i see a few problems with stavka, for one, it is 5 new positions that need to be elected, (it can't just be the first 5 people that speak up) and selecting a marshal from them may cause problems because members of stavka may already be part of the government. I think we should just stick with nominating yourself for marshal and then electing from those wishing to be marshal, much simpler IMO.

as yes we still pick a member from the group but since the stavka decides (5) people, the unpopular marshal appointment can be quickly decided/taken over if the current marshal leaves or wants a break by another stavka rep.
We forsee a lot of people coming and going during the course of the game even missing their turn, the stavka means any of the 5 can play missed turns until a new person is found/elected without holding up the game.
In either case hooray we have a marshal (assuming no other member wants to stand), i'd still like to keep the stavka going as we've had the votes and its gives the RF democracy game a co-ordinating group.
The big discussion for us now is turn lengths (see seperate post)
Comrade H-tower returns from his absence and wishes to takes the position of Marshal, will his untested large scale military experience prove the saviour of the motherland? The other Stavka members sign in relief as they have found a possible scape goat if things go wrong.
Comrade Zangalis(Zhukov) of the Stavka votes in favor, though Beria is having a word to H-tower that Zangalis is a expereinced RF general and would like a front command (2nd ukr)
