He did what leaders have to do, which is work with the cards that are dealt them. No one could really have foreseen Sept. 11th, and certainly most Americans didn't think we could be hit that close and that hard.
Also keep in mind that, at the time, Clinton was dealing with Republicans who accused his every action as being an attempt to distract people from Blowjobgate. While Clinton's own actions aren't without blame here, the GOP used every opportunity to undermine Clinton's efforts after the bombings for their own political gain.
By your logic, Bush dropped the ball just as much as Clinton, since he failed to do anything about terrorism himself. Had he acted on the Clinton Administration's proposals, perhaps then it wouldn't have happened?
Once again, hindsight is 20/20. FDR could have done more to prevent Pearl Harbor, I suppose.
