People stay happy for a LONG time. Might be overly powerful on transcend, never played that high. All the happy citizens are good, the -2 efficiency keeps it all in check though, as does the lack of support and police.

Looks great, other than I would give it a -1 Efficiency and a -2 Support instead -- happy citizens are better more efficient workers (when they're not in the holodecks), and less likely to want to enlist.
