Ok, I know it does something useful for my bioharvesting if I get a +1 to Bioharvesting DEA efficiency, but what exactly does this mean in game terms?

It just mean your DEA are working more efficientcy. They use
+ 1 because they donot know what tech you have before which give than other + 1 efficientcy.
