If he is also a governor, then he has two votes.
Moreover, why is it constitutional for the DIA to break any tie, yet other directors are not allowed to? Surely it is undemocratic for one person to have more power in any particular poll? Indeed, I cannot find a section of the constitution that states that this is so. Can someone enlighten me?
