Here is a resource file I now use containing 96 resources. It contains a few oldies you have seen before, some altered versions of what you have seen before, and some brand new, original art by me. I will post a description as well as actual screenshots of each later. Enjoy!
BTW - a few posts down there is a WinZip version of this for those of you who do not have WinRAR.

Here is a list of the resources and where I got them. If you see something of yours that I did not give you credit for just let me know and you will get the credit. All of these look best with Snoopys latest graphics mod. Modified means I edited the picture in MSPaint, Civ3 is vanilla Civ3, and Original is my own work.

Kal-els work comes from both Kal-els Resources and his excellent Double Your Pleasure (DYP) Mod. I highlt recommend both, as well Teturkhans Mod and Harlans resources. Both Mods are outstanding, and bring A LOT more to the table than the vanilla game.

As I said before, using this pcx, I only use 12 luxuries, all of which are so rare the chance of getting more than 8 in one city is very slim. The other 84 resources being strategic and bonus.
It looks to me like the game itself can handle more than 8, just not more than 8 in one city. For example:
City A has luxuries 1 through 8 available, and gets a boost of 8 happiness. City B has luxuries 5 through 12, getting the same boost. The problem occurs when a city gets that ninth luxury which would give no happiness.
This might make any luxury pointless for happiness reasons, but still usefull for denying other civs happiness or trading.
If I am wrong on this let me know.
Either way, it is up to the user to determine how they use these resources.

Considering Sid Meier owns both the rights to Civilization name and Firaxis, I don't see that happenning. Best we can hope for is that Firaxis recent hiring flurry of high-end developers will do the trick, and hopefully they will have enough cajones to tell the publisher when they are or are not ready to publish it.
