Weird-- I guess it depends which country we are talking about but here
Thinking about something-- say robbing a bank-- no problem
Telling others you thought up a great plan to rob a bank but decided not to try it out-- no problem-- Hell if i wanted to publish a "foolproof plan' of how a particular bank could be robbed-- difficult to see this being illegal
Actively planning to rob a bank-- problem-- conspiracy charges etc

Ok, Ok,
Yes, we failed this year. We had discussion on what we should try to do this year and had many suggestions.
Some were just rehashes of older pranks (involving mods) which we rejected.
Some involved poking fun at Homeland security ( as mentioned earlier) which included some site shutdowns.
Which was rejected, (tough to have a joke when no one can check out the site to laugh 
Others involved some site changes that were more effort than they were worth.
Others involved making up some "celebrity" Id's and having some fun. Could be a bit dicey.
The one that had the most promise was announcing the impending release of a project to work on a new release for one of the games covered here. Mock ups were done and considerable effort was put into it. We did not receive permission to do this. (in order to not paint anybody as the bad guy here, I will not say who's permission was not given.) Lacking specific permission, the mods here decided not to do it. Doing things without permission has gotten some mods in hot water in the past 
So anyway, it's the morning of 4/1 and our preferred Idea was kiboshed. So as always, when you react instead of plan, you are left holding a bag of ****.
So we went with MY idea for a lame thread asking people to find a nonexistent joke. (defined as lame because the VERY first poster guessed it) We tried to spark it and were quite unsuccessful. And the end result is that SOLVER takes abuse. (in the OT, we don't need threads for that )
To all those that participated in helping us bail a sinking ship, thanks.
To those that tried their own joke threads, thanks.
To those that think this year's prank sucked, you're right. (but those that didn't do one of their own shouldn't be too critical. The posters creativity was also below par this year.)
And a special thanks to Solver who agreed to be the patsy on this one. He is the ultimate patsy.

We promise to try better next year.
On the plus side, no one got banned or given a pcr as a result
