Citys in the Rear areas are shifing from improvments to unit production or will be soon. But what hardware do our front commanders need?
MORE KV-1s? (take longest)
Katuskas?
Sturmoviks? Both take quite a long time but airbases are needed first for Sturmoviks.
T-34/76s? (or wait until the 85mm gun model is avaliable?)
Su-122s? Both built quite quickly Su-122 looks the most cost effective to me.

I've just done a test and the T-34/85 is actauly CHEAPER than the T-34/76! Represents impoved industrial effciency I guess. So I think we should definatly wait for Mobile Warfare III before we build more T-34s.

We must be carreful not to build to many Sturmoviks, as they are of little use in the winter! If we wnt to have large winteroffensives, we will need more tanks, katyushka's, red guards etc. It's nice to have sturmoviks in the summer, but we will have to retake cities this winter, and hterefor we need ground troops. I have nothing against the sturmoviks, but we only seem to concentrate on them (although this could be because we talk so much about them)

Currently we are producing 3 labor brigades, 1 red army, 1 naval infantry, 4 KV-1s, 1 T34/76, 7 Katyushas, 6 AA batteries, 1 LA-5, 9 sturmikovs, 1 destroyer, 3 cossack cavalry, 1 NKVD trooper, 3 Su-122 tanks hunters and 17 Red Guards.
So, while we may be producing too many sturmikovs, we aren't focusing on them soley, and the number should drop soon, I believe that Moscow and Gorkiyy may both be changing their production, but I'm not sure of that.

Advice for subsititute Armaments Minister:
Things are going well in the Urals ATM new industry is appearing every turn, so make sure the workers who have finished are put back to work building more industry on plains (2 workers per tile) or joining citys to boost population.
I'm waiting for Krasnovishersk and Rokitno to grow to size 4 before switching to their supper-recource squares (to avoid starvation), they will become industrial power-houses like Zlatoust. Vorkuta has v. high produciton but is miles form anyware so is great for producting Wonders. Build units based on the best high quality unit that can be built in the shortest number of turns and on what front commanders are in need of. Request rush-buys for improvements that are needed and will take ages otherwise (Steel Mills, Grain Elevators, Ammunition Plants etc.)
Important: winter is coming so make sure that no city will starve.
Good Luck Commrade
