I can't say anything about balance or playability (I am still working the bugs out of a couple of factions myself), but I do see one thing:
Your last line in Datalinks2 doesn't agree with your prohibition at the top.
You have "Politics, Democratic, nil," which prevents the AI from using Democratic Politics.
Your Datalinks2 line says "^{May not use Knowledge value in Social Engineering.}"
The Datalinks notes are not used by the AI at all. That is just text for when you look at the faction profile during the game.
If you really intended to prohibit the Knowledge choice, you have to replace "Politics, Democratic, nil," with "Values, Knowledge, nil,".

Thanks for the observation. I think that was just left over from the base faction. I didn't intend for that. But I will take another look at it and see how it plays out.
