There are 2 files contained with the game files:
1. Feat_str.txt contains a list of the feats.
2. Feat.txt lists the effects.
There are 14 feats which can be summarised as follows:
1. The first to discover the technologies of Concrete, Gunpowder, Mass Production, Computers, Robotics, and Life Extension.
2. Achieving each of the following: Building 8 Theatres, 10 Brokerages, 12 Computer Centres, 15 Televisions, and 20 Orbital Labs. I think these are available to all civilisations not just the first.
3. There are also 3 others - sailing all the way round the world, recapturing a city which once was yours, and conquering by force "a mighty nation". I assume the last one means eliminating another country but I don't recall receiving it my current game (which is my first).
As I said earlier the feat.txt file will tell you the effect of each of these.
