How to propose laws on the UP? Remove this text

Can't find the option.. Is it possible??

Support Apolyton, buy Galactic Civilizations

It would be really unbalanced to allow the player to propose UP resolutions. Not to mention really difficult to implement practically.

And it worked just fine in SMAC to allow the player to propose stuff. You could even bribe and be bribed.

In SMAC it was a yes or no vote, no faction could completely lead the council. In GalCiv you vote with your influence, that would mean as soon as you have 50%+ of all the influence, you could pass anything you want, even if al the other civs vote against it.
