Whatever the city is producing, it will keep producing, unless you make a change.

That's why I got surprised in the past, over the musket deal.
Use the city to keep producing what you don't have and if it's troops, cycle them to other cities.

I was about to mention something along the lines of greater benefit from taking the tech rather than having a lone city that can make the unit (but can't do anything else). Doesn't sound too clever…
