Troops need to protect theirselves from possible chemical attack. Condoms are much cheaper than, extra gas masks.

Having been in the US Navy for 5 years, I can honestly tell you that, when we hit ports like Thailand and the Phillipines, they had boxes of condoms on the quarterdeck. They "highly recommended" that you take at least one.
