A VERY good point.
The other point that people seem to discount is: Who in their right mind attacks Numidian Mercs? Maybe if their Mil Advisor tells them that we're weaker ... there's a possibility they'll chance it, but they'd have to hope that between the turn they launch and the many turns later that they arrive that we haven't build a couple of additional mercs and changed the entire balance of power.
CDG's city growth and production are horrible (except, perhaps, their capital), they are right next to GCA who is much larger and has excellent production and commerce. However, GCA has no Mercs, isn't researching military tech, can easily be the target of a surprise, and with US much farther away, even if we decided to counter attack to aid GCA, CDG could easily raze a few cities and return to meet our counter-offensive.
Point being, if you were CDG, who would you target? Apolyton is contained behind a dense jungle on some pretty crappy land. Apolyton has super defenders. GCA has some great land, right next to you, they're peace loving hippies (Indians) that will grow like mad if you don't prune them now; and they probably buy into your ruse of peace and cooperation, while Apolyton is far more suspicious...
I may be wrong. CDG isn't the most logical team, but if they have any sense in them, their target is going to be GCA unless we force them to attack us out of fear that we'd attack them first.
