It detracts from realism- in RL all regions have trouble makers, (not gonna name examples as I may offend somebody, but y'all know the ones)...
BUT, it could be a useful feature for troublemakers... but we've not really had any of them n a big scale yet. have we?
I think it should only be used when the general consesus among the regions' members is to eject someone... however, (not that it's likely) we could get some delegate who's a right jerk and eject all the people who endorse their closest rival (i.e. to maintain delegacy).

When I was in Frito, I was kicked out, along with two other friendly (to Marijuania) nations, because I pissed him off by explaining why his racist, totalitarian, fascist views were wrong.
I think its a bad move, it can enable delegates to have a tyrannical rule over nations. A UN delegate should be related with the UN, more of an ambassador than a leader.
Also consider that only UN members can elect delegates by endorsements, yet delegates can kick out non-UN nations, if I'm not mistaken, that happened to a nation in Frito who was allied with myself, yet not a UN member.
One could argue that by kicking out a nation, even with the will of the region behind them, it is still an act of tyranny by majority, comparable in that sense, to popular support for the death penalty. In that respect, as a delegate, I would not step over either line of tyranny by majority or tyranny by minority, and instead, pledge never to use the power to evict nations.
