Civil Defense issues Support Apolyton, buy Galactic Civilizations

I tried giving the Civil Defense improvement a bombard defense bonus, but in the trial game, this seems to prohibit their construction after the city grows beyond size 6 (ala City Walls). Is there any way around this?

Support Apolyton, pre-order Civilization IV

I've read here in the forums that there are some issues with city walls, like the defence bonus is still applied after the city grows beyond 6. Maybe your problem is an other side of this bug?

This won't help you, but it might help to classify the problem

It isn't possible. If only they could make it a FLAG, not determine it from the stats.
