The problem, my friend, is that we would need Horseback Riding to make those horses worth anything. 
Plus, the Horsemen's mobility is completely nullified by the jungle. I'm of the opinion that the Swordsman's extra attack is worth more than the Horseman's ability to retreat in this jungle. If it had been on the open plains, then I could agree with you, but with our current terrain those Horsemen just don't pack enough of a punch. 
Besides. If we were to engage CDG in full-scale warfare, we'd need to destroy stacks, not just plink away at them and retreat when the battles don't go favorably. If we don't kill an Immortal with our attack, that means 1 more unit the next turn which could pretty easily kill one of our units. As it is, we'll need a huge number of NMs to protect our armies... the lack of that extra attack for the Horsemen means just that many more Immortals which will be given the chance to counter-attack our stack.
Until we get Knights, Swordsmen will be our best friends, and those horsies won't be as good.
Besides, upgrading Warriors is much easier and much more fun.
