	Stupid Question Lose 30 kilos (of popups)

Okay, I have a rather stupid question about the units.gif file. I'm not seasoned at all making scenarios, infact, I've just been tinkering around with some scenarios and things of that nature. I have the basic idea of the creation down, however, there is one thing that annoys me and I cannot find any FAQ's on it. Above a graphic's health meter, I see scenarios with the nation's flag over the health meter. (Take Dictator MGE2 for example) I want to know how they do this. I'll attach a picture so you guys know what I mean.

Do you see the two blue dots in the upper left of each unit box those denote where the shield shows in the game, if you make a shield in the unit box, they will overlap.
