	1st Party Congress Suffering from ads?

Comrades today is a great day for humanity for we have established here on Planet what will become the first true communist nation. Through bitter struggle across the sea of stars we have made out way here to this new world with the hope of the people in our hearts.

With that in mind I have called the first Party meeting since Planetfall in order to decide the positions of Minister of Peace, Minister of Industry & Development, and lastly Commissioner of Foreign Relations. The Party will now head nominations for the aforementioned positions.

Ministry of Peace

-responsible for the construction and maintenance of the People's Armed Forces;
-has the power to advise the Chairman on troop movements and other defensive matters;
-can request the construction of military units from either the Ministry of Industry and Development or Presidium of Prefectures; &
-in times of emergency the requests of the Minister of Peace take precedence in the build queue.

Ministry of Industry and Development

-approves rush requests from Presidium of Prefectures;
-sets social engineering budget;
-in no Prefects are appointed by the CCC, takes on role of prefects (i.e. determining build queues, base construction, terrafroming, etc.); &
-responsible for colonization.

Commission of Foreign Affairs
-allowed to speak for the Party and People of the Human Hive as official Ambassadors to other factions;
-conduct all faction negotiations; &
-power to make treaties, alliances, agreements, etc.

Those are the generic duties of the Ministries; suggestions will be taken for more specific things to be included in the constitution.

Just a note, as Chairman I do not intend to decide everything myself, in fact the powers of the Ministries will be for the most part respected. As Chairman I will take recommendations for overall faction affecting decisions, and will set the general policies of the Human Hive. This leaves a lot of power in the hands of the Ministries.

Of course as a check to the power of the Ministries the Chairman will be able to override any decision.

My fellow Comrades!

So we have finally managed to land upon a planet, never touched
by humankind before. As our great chairman Voltaire has already said in his stirring speech, we should keep history of good old earth in mind in order to never make the same mistakes again.

The terrestrial revolutions failed went worse than hoped, because the established capitalistic and imperialistic societies had been poisoned by fatally wrong ideals for too long.
Now we, my fellow comrades, have got the chance to build a great, everlasting and superior society. We are to take the next step in human evolution. We are to create a brotherhood of all people.

WE ARE TO BUILD THE HIVE !!!

Of course, it´s a pity that the landing pods were separated from each other. I really hope our (partly wrong-minded ) fellows out there are fine! If we should ever encounter some of our lost brothers, our major concern will be to reintegrate them into the Hive. Therefor we have to convince them of our superiority, which means we´ll have to show them facts and stories that document the Hive´s rise to power and thus support our claims.

These facts and stories are to be collected, either by the Ministery of Information (and thus by PRAVDA) or by a historian.

If the PAC will settle on the latter, I´ll nominate myself for the job as the first hostorian.

After landing, I would suggest the "Planning Committee" should start planning how to name the base built around our landing site.

For politics:
The people are hungry for the latest news about the recently elected, never failing government. Therefor we need to come up with the complete staffing as soon as possible. Personally, I wouldn´t mind people performing more than one political function. (Not me, of course )

Opps, almost forgot, as for your second point Comrade Micha there's no problem with one person performing more than one job, in fact the less work for me the better.

As for your suggestion about a Planning Committee, take the initiative Comrade and set up one, you have the full support of the Party.

Due to the lack of political personnel, the Planning Committee in fact is equal to the People´s Advicory Counsil

So I think this Party Congress would be a good opportunity to get the basename #1 decided...

My proposals are the following:
The Hive (standard); Hive Headquarters; Communistica; Voltaire City (dedicated to our first chairman after planetfall ); Central City; Hive City; Apolytonia Communistica (would have to be abbreviated ); Great Hive; Yang (~City); Fort Lenin; Capital City; ...

Well, I know, most of these names are ludicrous... But come up with any idea you may have and contribute it to the Party!

I wish to leade The Commission of Foreign Affairs for two reasons.

1) I believe in Realpolitik explotation of the other factions (but in only this game, never in real life) that means we only make alliences that benefit us and break them when they become a hassal. That means we declare war against threats that we can deal with. I support good relations with the Uni and CyCon as such would benefit our tech capabilities, so long as we can get what we need from out of them. Our aim should be, and must remain, total domination of the planet. I do not mean that we have to conquer the world. What I mean is that we have to work to eventually be considered the Super Power(tm) of Planet. I want the other factions to cower like babies when the threat of Hive intervention is made clear, I want the other factions to not dare attack us for fear that the well placed Planet Busters will remove them in a single turn. I am for any advantage that will allow us total, and complete superiority, such is out ultimate aim!

2) The Ministry of Industry and Development requires to much number crunching for me.
